| Administrative disciplinary action connotes administrative penalty.[17] If the decision exonerates the respondents or otherwise dismisses the charges against the respondents, there is no disciplinary action since no penalty is imposed. The provision that a penalty less than demotion or dismissal from service is final and executory does not apply to dismissal of charges or exoneration because they are not disciplinary actions.
