SERENO, C.J.
Historically, the Philippines has mirrored the division of powers in the U.S. government. When the Philippine government was still an agency of the Congress of the U.S., it was as an agent entrusted with powers categorized as executive, legislative, and judicial, and divided among these three great branches.[143] By this division, the law implied that the divided powers cannot be exercised except by the department given the power.[144]
