| Petitioner Overseas Workers Welfare Administration (OWWA), comes to this Court via the instant Petition for Review on Certiorari under Rule 45 of the Rules of Court, assailing the 22 September 2005 Decision[1] of the Court of Appeals in CA-G.R. SP No. 87702, which affirmed the Order[2] dated 30 September 2004, of the Regional Trial Court (RTC), Pasay City, Branch 117, in Civil Case No. 04-0415-CFM. The RTC granted the issuance of a writ of preliminary injunction restraining OWWA from implementing its new organizational structure. | |||||
