| Jurisdiction over subject matter is determined by law.[47] In Bank of Commerce v. Planters Development Bank, we stated: In the exercise of its plenary legislative power, Congress may create administrative agencies endowed with quasi legislative and quasi-judicial powers. Necessarily, Congress likewise defines the limits of an agency's jurisdiction in the same manner as it defines the jurisdiction of courts.
