Treasury bills may be offered for sale either on a competitive basis or at a fixed rate of discount and may be made payable at any date not later than one year from the date of issue."[66] The Central Bank began offering one-year treasury bills in 1949. Prior to that, upon the Central Bank's creation, it assumed the liability of the treasury certificate fund offered by the Treasurer of the Philippines.[67] Considering that treasury certificates are also short-term money instruments, they can be said to be the predecessor of treasury bills as we know them now. |
