| Jurisprudence exists showing that when the Complaint is filed with the Office of the Prosecutor who then files the Information in court, this already has the effect of tolling the prescription period. The recent People v. Pangilinan[31] categorically stated that Zaldivia v. Reyes is not controlling as far as special laws are concerned. Pangilinan referred to other cases that upheld this principle as well. However, the doctrine of Pangilinan pertains to violations of special laws but not to ordinances. | |||||
