| Before us is a Petition for Review on Certiorari under Rule 45 of the Rules of Court, assailing the July 5, 2002 Decision[1] of the Court of Appeals (CA) which dismissed the appeal[2] from Resolutions No. 010713[3] and No. 011222[4] of the Civil Service Commission (CSC); and the October 29, 2002 CA Resolution[5] which denied the motion for reconsideration. | |||||
