| On 1 March 2000, no settlement having been made, respondent Province of Pangasinan, represented by the latter's Provincial Treasurer, Ramon A. Crisostomo, filed a Complaint[13] for Mandamus, Collection of Sum of Money and Damages before Branch 68 of the RTC of Lingayen, Pangasinan, docketed as Civil Case No. 18037.
