We have always maintained that it is only the Supreme Court that can oversee the judges' and court personnel's administrative compliance with all laws, rules and regulations.  No other branch of government may intrude into this power, without running afoul of the doctrine of separation of powers.[24]  However, as aptly pointed out by the OCA, Ramoneda-Pita was afforded the full protection of the law, that is, afforded due process. She was able to file several affidavits and pleadings before the CSC with counsel. It may also be noted that the case had been elevated to the Court of Appeals and this Court, where the Resolution of the CSC was upheld in both instances.
