In Mendoza v. NAPOLCOM,[33] the Court settled that the one and only Philippine police force, the PNP, shall be civilian in character[34] and, consequently, falls under the civil service pursuant to Section 2(1), Article IX-B of the Constitution, which states:Section 2. (1). The civil service embraces all branches, subdivisions, instrumentalities, and agencies of the Government, including government-owned or controlled corporations with original charters.
