This Court has always emphasized the need for judges to decide cases within the constitutionally prescribed 90-day period.  Any delay in the administration of justice, no matter how brief, deprives the litigant of his right to a speedy disposition of his case. Not only does it magnify the cost of seeking justice, it undermines the people's faith and confidence in the judiciary, lowers its standards, and brings it to disrepute.[10]

To stress the importance of prompt disposition of cases, the Court, in Administrative Circular No. 3-99, dated January 15, 1999, reminded all judges to strictly follow the periods prescribed by the Constitution for deciding cases because failure to comply with the said period violates the parties' constitutional right to speedy disposition of their cases.[30]  Hence, failure to decide cases within the ninety (90)-day reglementary period may warrant imposition of administrative sanctions on the defaulting judge.[31]
