| In Energy Regulatory Board and Iligan Light & Power, Inc. v. Court of Appeals, et al.,[34] we declared that jurisdiction over the regulation of the marketing and distribution of energy resources is vested in the DOE. In the consolidated cases National Power Corp. v. Court of Appeals and Cagayan Electric Power and Light Co.[35] and Phividec Industrial Authority v.
