A heavy workload does not excuse Judge Paderanga from ascertaining all pertinent facts that would have enabled him to justly resolve or decide a case. A judge must not sacrifice the orderly administration of justice in favor of a speedy but reckless disposition of a case. A prudent judge should have ascertained the facts before reaching conclusions and issuing orders. It is routinary in every case that the judge carefully evaluates facts before issuing an order in court. Otherwise, the judge may be held liable for culpable negligence.[18]
