(d) The judge is related by consanguinity or affinity to a party litigant within the sixth degree or to counsel within the fourth civil degree; x x x The rationale of the rule on disqualification of judges springs from the long-standing precept that a judge should not handle a case where there is a perception, rightly or wrongly, that he is susceptible to bias and partiality because of relationship or some other ground.[13]
