In Tenants of the Estate of Dr. Jose Sison v. Court of Appeals,[39] the Court sustained the authority or jurisdiction of the DAR Secretary to cancel the CLT issued to tenant-beneficiaries after the landowners' right to retain the subject landholding was upheld. The Court ruled that the issuance, recall or cancellation of certificates of land transfer falls within the Secretary's administrative jurisdiction as implementor of P.D. No. 27.
