5. To request the Committee on Good Government to conduct further investigation within the Office of the City General Service to determine involvement of other government employees in the said irregularities[14] CVC and Cembrano, through Go as counsel, filed a complaint for breach of contract and damages against respondent, claiming that CVC sustained damages amounting to P856,695.00 - the value of the timber piles which it was ready to deliver and the value of those it failed to deliver on account of the cancellation of the contract on November 13, 1992. Cembrano alleged therein that he was the Marketing Supervisor and an agent of CVC, that he secured a loan from the DBP and executed a real estate mortgage over his property as collateral to partly finance the purchase of the timber poles/piles. The case was docketed as Civil Case No. 3851.
