| The CA also faults the NMP for not appointing Maceda as Administrative Officer V or DED III if he could not be given a permanent appointment as professor. But the power to appoint rests essentially on free choice. The appointing authority has the right to decide who best fits the job from among those who meet the minimum requirements for it.
