(Export Bank) filed before the CA a petition for certiorari with prayer for the issuance of a temporary restraining order (TRO)[8] seeking the nullification of the RTC Order dated August 26, 2011 for having been made with grave abuse of discretion amounting to lack or excess of jurisdiction.
