x x x x 2.02  On September 11, 1991, she was arrested on a charge of kidnapping with serious physical injuries and consequently Criminal Case No. 88357 was filed against her at the Regional Trial Court of Pasig, Metro Manila, Branch 166 x x x x  2.03  During the pendency of the criminal case, Galzote remained in jail without filing any application for leave with the then Municipality of Makati.  On January 21, 1993 she was dropped from the rolls for her continued absence without official leave for more than a year.[26] The attention of the Court is invited to the cases of Ramo v. Elefaño[27] and Quezon v. Borromeo,[28] which dwell on the immateriality of sending the notice to drop the employees concerned from the rolls.  But these cases, sadly, are not in point.
