Both petitioners cannot, therefore, claim denial of their right to a complete preliminary investigation as part of their right to due process. After all, "[d]ue process simply demands an opportunity to be heard. Due process is satisfied when the parties are afforded a fair and reasonable opportunity to explain their respective sides of the controversy. Where an opportunity to be heard either through oral arguments or through pleadings is accorded, there is no denial of procedural due process."[49] |
