SO ORDERED.[9] Dissatisfied, NPC filed a special civil action for certiorari with the appellate court, docketed as CA-G.R. SP No. 60716. NPC averred that the trial court committed grave abuse of discretion amounting to excess or want of jurisdiction when it: (a) directed NPC to pay just compensation for the land taken without first issuing an order of expropriation; (b) adopted the compensation recommended by the two commissioners without a hearing; and (c) directed petitioner to pay the full market value of the property instead of a mere easement fee.
