The failure of respondent judge to explain why no property bonds could be found in the records of the case cast doubt as to the existence of the property bonds at the time the accused were ordered released.[38] The respondent judge could not validly order the release of the accused without the submission of a valid bail bond.[39] In thus ordering the release of the accused without the requisite bail bond, the respondent judge violated the law and committed grave misconduct.[40] Respondent's questioned acts undermine public confidence in the effective and expeditious administration of justice.[41]
