| This petition for review seeks to annul the decision[1] of the Court of Appeals, in CA-G.R. SP No. 46692, which set aside the decision[2] of the Securities and Exchange Commission (SEC) En Banc in SEC-AC No. 545 and reinstated the order[3] of the Hearing Officer dismissing herein petitioner's complaint. Also assailed is the CA's resolution[4] of August 10, 1999, denying petitioner's motion for reconsideration. On January 25, 1996, plaintiff (now petitioner) Vicente C.
