| In Francisco, this court ruled that Francisco's proposal for redemption of property was accepted by and binding upon the Government Service Insurance System. This court did not appreciate the Government Service Insurance System's defense that since it was the Board Secretary and not the General Manager who sent Francisco the acceptance telegram, it could not be made binding upon the Government Service Insurance System. It did not authorize the Board Secretary to sign for the General Manager. This court appreciated the Government Service Insurance System's failure to disown the telegram sent by the Board Secretary and its silence while it accepted all payments made by Francisco for the redemption of property.[146] | |||||
